Panel 1: Armenia`s Security Strategy in a Shifting Geopolitical Landscape: Challenges and Opportunities, Lessons Learned

The Republic of Armenia is currently undergoing a significant transformation in its security and defense landscape, marked by the adoption of the Comprehensive Defense and Security Concept and the ongoing development of a corresponding strategy and action plan. Simultaneously, the Government is elaborating a new National Security Strategy, diversifying the sources of military procurement and establishing new strategic partnerships. These processes reflect Armenia’s aspiration to build a more resilient, transparent, and inclusive security architecture grounded in democratic values and aligned with European standards.
For a small state situated in a geopolitically volatile region, Armenia’s pursuit of strategic autonomy and comprehensive resilience presents both unique challenges and critical opportunities. The shifting global and regional order characterized by rising great-power competition, regional instability, hybrid threats, and contested alliances compels Armenia to constantly adapt, diversify partnerships, and strengthen internal cohesion.
This panel will offer a high-level strategic reflection on Armenia’s evolving security priorities. It will examine how the state is recalibrating its defense and security posture in response to current and emerging threats.
