Panel 3. Modernizing Defence: The Military Pilar of Comprehensive Security

In an era defined by hybrid threats, contested sovereignty, and complex interdependencies, the role of the military must evolve beyond traditional warfighting functions. Modern security challenges demand a modern military, one that defends not just borders, but very foundations of democratic and resilience societies. Thus, as one of the core pillars of comprehensive security, the modern armed forces must be professional, accountable, and strategically integrated within a whole-of-society approach to national resilience.
This panel will emphasize how defence transformation, when grounded in democratic accountability and embedded in broader national strategy, contributes to societal resilience and enhances strategic deterrence. It will also reflect on the military`s role in responding to non-traditional threats.
Panelists will discuss:
- The evolution of defence priorities and capabilities of Armenia, and partner countries in response to shifting regional and global threats
- Defence reform and the modernization of force structure, doctrine, and readiness
