Since its inception, this initiative has paved the way for an inclusive, expert-driven, and international best practice-grounded dialogue dedicated to strengthening the democratic resilience of the Republic of Armenia and advancing its Comprehensive Defense and Security System (CDSS).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The 2026 iteration of the project launches at a pivotal moment: in the aftermath of the regular parliamentary elections, Armenia must harness its democratic choice to bolster state strategic autonomy and sovereignty, while firmly embedding it within a framework of institutional strength, societal cohesion, and long-term national resilience. The phased rollout of the CDSS across the Whole-of-Government, Whole-of-Society, and individual levels is precisely designed to advance these strategic objectives.<\/span><\/p>\n<p><em>Building upon these imperatives, the Comprehensive Security &amp; Resilience Project \u2013 2026 is driven by the following core objectives:<\/em><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #008080;\"><b>Translate Democratic Legitimacy into Strategic Strength<\/b><b>: <\/b><\/span><span style=\"font-weight: 400;\">Uncover the operational mechanisms through which democratic legitimacy can be effectively converted into institutional resilience, enhanced public trust, and durable frameworks for national preparedness.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #008080;\"><b>Strengthen Whole-of-Government and Whole-of-Society Integration:<\/b> <\/span><span style=\"font-weight: 400;\">Broaden understanding of the CDSS among institutional and public stakeholders to facilitate a smooth, phased rollout of the system.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #008080;\"><b>Counter Hybrid Threats:<\/b><\/span><span style=\"font-weight: 400;\"> Deepen public understanding of asymmetric vulnerabilities, FIMI, and foster preemptive societal resilience.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #008080;\"><b>Deliver Evidence-Based Policy Guidance:<\/b> <\/span><span style=\"font-weight: 400;\">Provide data-driven analysis and actionable recommendations to operationalize a Whole-of-Government and Whole-of-Society strategy.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b><span style=\"color: #008080;\">Facilitate High-Level Knowledge Exchange:<\/span> <\/b><span style=\"font-weight: 400;\">Serve as a premier platform for multi-stakeholder dialogue, bridging the public and private sectors of Armenia and its international partners to share best practices on CDSS.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #008080;\"><b>Contribute to Elevating Armenia\u2019s Role in Global Security Discourse:<\/b><\/span> <span style=\"font-weight: 400;\">Leverage Armenia\u2019s experience in strategic adaptation and democratic resilience to support international security agendas and partner dialogues.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #008080;\"><b>Core Components of the 2026 Project<\/b><\/span><\/p>\n<p><span style=\"color: #008080;\"><i><span style=\"font-weight: 400;\">The 2026 cycle is structured around four interconnected components:<\/span><\/i><\/span><\/p>\n<p><b style=\"color: #008080;\">1. \u201cWhole-of-Society\u201d Consultations<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The WGSA will conduct a sery of consultations engaging military-sports organizations, security-focused think tanks and NGOs, defense industry enterprises, cybersecurity experts, and representatives of the business community. The strategic objective of these discussions is to identify key stakeholder perspectives on existing capacities, opportunities, and gaps to operationalize Whole-of-Government and Whole-of-Society frameworks.<\/span><\/p>\n<p><b style=\"color: #008080;\">2. Synthesis Paper<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Following the consultations, WGSA will draft two policy papers (recommendation packages). The first paper will synthesize the perspectives and proposals of military-sports organizations, specialized security think tanks\/NGOs, defense industry enterprises, and cybersecurity experts, integrating them with WGSA&#8217;s independent analysis and tailored policy recommendations. Similarly, the second paper will combine business community insights with the think tank\u2019s original strategic assessments. The papers will be directed to key state stakeholders.<\/span><\/p>\n<p><b style=\"color: #008080;\">3. Comprehensive Security &amp; Resilience International Conference \u2014 2026<\/b><\/p>\n<p><span style=\"font-weight: 400;\">On September 17\u201318, 2026, Yerevan will host the 3rd annual two-day Comprehensive Security &amp; Resilience International Conference, operating under the motto: <\/span><b><i>\u201cFrom Strategy to Action.\u201d <\/i><\/b><span style=\"font-weight: 400;\">This high-level forum will convene key stakeholders from Armenia and the international community to analyze shifting global security dynamics, evaluate Whole-of-Government and Whole-of-Society preparedness models, and advance mechanisms to counter hybrid threats and FIMI. Additionally, participants will address supply chain security, critical infrastructure resilience, and practical mechanisms to operationalize the military pillar within CDSS.<\/span><\/p>\n<p><b style=\"color: #008080;\">4. Conference Outcomes: Follow-up Policy Paper Development and Advocacy Campaigns<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Following the conference, WGSA will develop a follow-up policy paper synthesizing the core insights, data, and institutional solutions identified during the event. Subsequently, the Think Tank will conduct targeted advocacy with relevant state authorities to integrate these proposals into national security frameworks. On the international front, WGSA will leverage public diplomacy to secure support from international partners, while engaging in public media interviews to enhance societal
