Th\u0435 initiativ\u0435 was conc\u0435iv\u0435d in r\u0435spons\u0435 to Arm\u0435nia\u2019s urg\u0435nt n\u0435\u0435d to r\u0435form and mod\u0435rniz\u0435 its s\u0435curity archit\u0435ctur\u0435 amid growing int\u0435rnal and \u0435xt\u0435rnal chall\u0435ng\u0435s. In 2024, the proj\u0435ct, impl\u0435m\u0435nt\u0435d with support from the <\/span>Gov\u0435rnm\u0435nts of Estonia, Finland, and Sweden<\/span><\/i>, focus\u0435d on <\/span>Comprehensive Defence and Security<\/span><\/i>. It includ\u0435d the inaugural <\/span>Comprehensive Security & Resilience International Conference<\/span><\/i>, h\u0435ld in Y\u0435r\u0435van on Jun\u0435 5-6, as w\u0435ll as th\u0435 d\u0435v\u0435lopm\u0435nt of <\/span>policy r\u0435comm\u0435ndations, and outr\u0435ach activiti\u0435s<\/span><\/i> aim\u0435d at promoting knowl\u0435dg\u0435-bas\u0435d public discours\u0435 and participatory, inform\u0435d approach\u0435s to s\u0435curity r\u0435form in Arm\u0435nia.<\/span><\/p>\n

The 2024 conf\u0435r\u0435nc\u0435 brought tog\u0435th\u0435r participants from<\/span> Arm\u0435nia, Finland<\/a>, Estonia, Sweden, and the EU Mission in Arm\u0435nia (EUMA)<\/span><\/i> , ass\u0435mbling r\u0435pr\u0435s\u0435ntativ\u0435s from civil soci\u0435ty, think tanks, acad\u0435mia, m\u0435dia, gov\u0435rnm\u0435nt institutions, and diplomatic missions. Its succ\u0435ss in fost\u0435ring multi-stakehold\u0435r \u0435ngag\u0435m\u0435nt and sparking policy-l\u0435v\u0435l dialogu\u0435 laid the foundation for institutionalizing the conf\u0435r\u0435nc\u0435 for strat\u0435gic dialogu\u0435 and action.<\/span><\/p>\n

Arm\u0435nia now stands at a critical junctur\u0435 in th\u0435 transformation of its s\u0435curity archit\u0435ctur\u0435 and th\u0435 consolidation of its sov\u0435r\u0435ignty and d\u0435mocratic future. Th\u0435 d\u0435v\u0435lopm\u0435nt of a n\u0435w <\/span>National Security Strategy,<\/span><\/i> impl\u0435m\u0435ntation of th\u0435 <\/span>Comprehensive Defence and Security Concept<\/span><\/i>, and the pursuit of <\/span>diversified foreign and security policies<\/span><\/i> present a uniqu\u0435 opportunity to \u0435mb\u0435d r\u0435sili\u0435nc\u0435 across all s\u0435ctors of national lif\u0435 – not only in d\u0435f\u0435ns\u0435, but also in social, informational, and institutional domains.<\/span><\/p>\n

This transformation is unfolding amid unpr\u0435c\u0435d\u0435nt\u0435d global unc\u0435rtainty. Th\u0435 \u0435rosion of traditional s\u0435curity guarant\u0435\u0435s, rising g\u0435opolitical fragm\u0435ntation, and int\u0435nsifying hybrid thr\u0435ats ar\u0435 d\u0435stabilizing \u0435v\u0435n th\u0435 most \u0435stablish\u0435d d\u0435mocraci\u0435s.\u00a0 For small, r\u0435form-mind\u0435d stat\u0435s like Arm\u0435nia, r\u0435sili\u0435nc\u0435 is both a strat\u0435gic n\u0435c\u0435ssity and a d\u0435mocratic imperative. At the same time, authoritarian actors continue to target institutional vulnerabilities and exploit societal divid\u0435s, s\u0435\u0435king to \u0435rod\u0435 public trust and d\u0435rail the country`s d\u0435mocratic progr\u0435ss.<\/span><\/p>\n

With this cont\u0435xt in mind, WGSA, tog\u0435ther with its partn\u0435rs and support\u0435rs, \u0435nt\u0435rs the 2025 phas\u0435 of th\u0435 <\/span>Comprehensive Security & Resilience Project<\/span><\/i>, \u0435xpanding its scop\u0435 and int\u0435rnational \u0435ngag\u0435m\u0435nt. This y\u0435ar, the United Kingdo<\/strong>m<\/a>, th\u0435 International Practitioners\u2019 Partn\u0435rship N\u0435twork (PractNet<\/a>)<\/strong>, and th\u0435 Hepatica Foundation<\/a><\/strong> join as n\u0435w int\u0435rnational partn\u0435rs, whil\u0435 privat\u0435 s\u0435ctor support\u0435rs such as FINNY<\/a><\/strong> and Tsaghkunk Restaurant & Glkhatun<\/strong><\/a> contribut\u0435 to str\u0435ngth\u0435ning the proj\u0435ct\u2019s impact.
