Panel 2: Building Resilience through Armenia – EU Partnership: Opportunities and Challenges

The Armenia – EU partnership has entered a dynamic new phase, grounded in shared values and converging strategic interests. Both sides have publicly emphasized that their relationship has reached an unprecedented level of closeness. The newly negotiated Partnership Agenda outlines a bold and far-reaching framework for cooperation, spanning democracy, security, connectivity, economic resilience, youth mobility, and hybrid threat response. European Union Mission in Armenia (EUMA) continues to be deployed on Armenian side of the border with Azerbaijan observing and reporting on the situation on the ground. The National Assembly of Armenia recently adopted the Law on Launching Armenia`s Accession Process to the European Union. EU commission in turn approves Armenia visa liberalization roadmap. The two sides have also signed the Framework Participation Agreement enabling Armenia to contribute to EU missions globally. 

At the same time, given the volatile strategic environment of Armenia as well as growing global uncertainty Armenia – EU relations might face challenges that need to be overcame yet.

As this partnership deepens, it is also shaped by a complex geopolitical context. Regional volatility and wider global uncertainties may present obstacles to sustained progress, but they also highlight the value of resilience, results-oriented cooperation built on trust and shared values.

This panel will offer a forward-looking and pragmatic dialogue on how the evolving Armenia – EU partnership can support Armenia’s strategic objectives: strengthening democratic, societal, economic resilience, and enhancing national sovereignty.

Panelists will explore:

  • How the Armenia – EU deepening political and institutional relationship contributes to building national and societal resilience 
  • New areas of foreign and security policy cooperation, including defence, hybrid threat resilience, and information integrity
  • Strategic vulnerabilities and shared security goals
  • How a shared commitment to resilience and reform supports both Armenia`s national priorities and European strategic interests.
  • The role of EUMA in fostering regional stability and advancing the evolving Armenia–EU partnership.
