The Women & Global Security Architecture (WGSA) is pleased to announce the launch of the 2026 cycle of its flagship initiative, the Comprehensive Security & Resilience Project.
Conceived in 2024, the Project was established in response to Armenia’s pressing need to reform, modernize, and adapt its security architecture amid profound internal and external challenges. Since its inception, this initiative has paved the way for an inclusive, expert-driven, and international best practice-grounded dialogue dedicated to strengthening the democratic resilience of the Republic of Armenia and advancing its Comprehensive Defense and Security System (CDSS).
The 2026 iteration of the project launches at a pivotal moment: in the aftermath of the regular parliamentary elections, Armenia must harness its democratic choice to bolster state strategic autonomy and sovereignty, while firmly embedding it within a framework of institutional strength, societal cohesion, and long-term national resilience. The phased rollout of the CDSS at the “Whole-of-Government”, “Whole-of-Society”, and individual levels is precisely designed to advance these strategic objectives.
Building upon these imperatives, the Comprehensive Security & Resilience Project – 2026 is driven by the following core objectives:
- Translate Democratic Legitimacy into Strategic Strength: Uncover the operational mechanisms through which democratic legitimacy can be effectively converted into institutional resilience, enhanced public trust, and durable frameworks for national preparedness.
- Strengthen a “Whole-of-Government” and “Whole-of-Society” Approach: Advance understanding of the CDSS across “Whole-of-Government” and “Whole-of-Society” actors, facilitating the phased rollout of the System.
- Counter Hybrid Threats: Deepen public understanding of asymmetric vulnerabilities, FIMI, and foster preemptive societal resilience.
- Generate Actionable, Evidence-Based Policy Inputs: Produce rigorous, data-driven analysis and practical policy recommendations to advance the implementation of “Whole-of-Government” and “Whole-of-Society” approaches.
- Facilitate High-Level Knowledge Exchange: Serve as a premier platform for multi-stakeholder dialogue, bridging the public and private sectors of Armenia and its international partners to share best practices on CDSS.
- Position Armenia within Global Security Discourse: Contextualize Armenia’s unique experience of strategic adaptation within broader international conversations regarding democratic resilience.
Core Components of the 2026 Project
The 2026 cycle is structured around four interconnected components:
1. Whole-of-Society Consultations
The WGSA will conduct a sery of consultations engaging military-sports organizations, security-focused think tanks and NGOs, defense industry enterprises, cybersecurity experts, and representatives of the business community. The strategic objective of these discussions is to identify key stakeholder perspectives within the “Whole-of-Society” approach regarding existing capacities, opportunities, and gaps along the path to operationalizing “Whole-of-government” and “Whole-of-Society” frameworks.
2. Synthesis Paper
Following the consultations, WGSA will draft two policy papers (recommendation packages). The first paper will synthesize the perspectives and proposals of military-sports organizations, specialized security think tanks/NGOs, defense industry enterprises, and cybersecurity experts, integrating them with WGSA’s independent analysis and tailored policy recommendations. Similarly, the second paper will combine business community insights with the think tank’s original strategic assessments. The papers will be directed to key state stakeholders.
3. Comprehensive Security & Resilience International Conference – 2026
On September 17–18, 2026, Yerevan will host the 3rd annual two-day Comprehensive Security & Resilience International Conference, operating under the motto: “From Strategy to Action.” This high-level event will bring together Armenia’s and international stakeholders to analyze evolving regional and global security dynamics, examine “Whole-of-Society” and “Whole-of-Government” preparedness models, as well as deliberate on mechanisms to counter hybrid threats and FIMI. Additionally, participants will address supply chain security, critical infrastructure resilience, and practical mechanisms to operationalize the military pillar within CDSS.
4. Conference Outcomes: Follow-up Policy Paper Development and Advocacy Campaigns
Following the conference, WGSA will develop a follow-up policy paper synthesizing the core insights, data, and institutional solutions identified during the event. Subsequently, the Think Tank will conduct targeted advocacy with relevant state authorities to integrate these proposals into national security frameworks. On the international front, WGSA will leverage public diplomacy to secure support from international partners, while engaging in public media interviews to enhance societal awareness.
