Welcome remarks | Armine G. Margaryan

Prime Minister of the Republic of Armenia,
Members of the Security Council,
Members of the Government,
Members of the National Assembly,
Ambassadors accredited to the Republic of Armenia,
Distinguished Guests,
Welcome to the Comprehensive Security and Resilience – 2025 International Conference.
The conference is an integral part of the Comprehensive Security and Resilience project implemented by the Women and Global Security Architecture think tank.
This year, our focus is on supporting the Real Armenia’s resilience.
The themes to be discussed during the six panel discussions over the next two days have arisen from the imperative to strengthen Armenian statehood and reflect the real needs of the real Armenia.
Regional developments and the transformation of the global world order are marked by increasing competition among major powers, regional instability, hybrid threats, and contested alliances.
All this compels Armenia and its partner states to continually adapt, diversify their external partnerships, and strengthen internal cohesion.
From hybrid threats to foreign information manipulation and interference, these are challenges faced even by the most established democracies.
They are designed to destabilize open societies from within and to weaken democratic institutions.
How can we recalibrate our defense and security posture to respond to current and emerging threats?
How can we turn societal resilience into a strategic asset for national defense?
How can we shape a unified national narrative of resilience that brings together governments, societies, and institutions?
How will the new Armenia-EU Partnership Agenda advance Armenia’s national priorities and the EU’s strategic interests?
How does the inclusion of women in defense and military decision-making enhance the operational effectiveness, institutional legitimacy, and democratic accountability of the armed forces?
And finally, how can we build armed forces that are strategically integrated into the whole-of-society approach – so essential for national resilience?
These are the questions that our panelists – leading Armenian and international experts and state officials – will address throughout the conference.
Where the panel discussions will lead is hard to predict, but they will be guided by the conference slogan: New Realities. Smarter Security. Shared Resilience.
