PANEL 1: COUNTERING HYBRID THREATS: WHAT MEASURES ARE WE TAKING?

During this panel discussion of the WGSA annual Comprehensive Security & Resilience — 2026 international conference, held in Yerevan on September 17–18, leading international and local experts deeply analyzed the trends of escalating non-kinetic threats across Europe and the South Caucasus. The panel examined the risks of cyberattacks and DDoS operations targeting critical infrastructure, as well as the manifestations of FIMI and DIMI. The discussion underscored the urgent need for robust regulatory frameworks, cross-sector information sharing, “Whole-of-Society” resilient systems, and a long-term commitment to media literacy.
