Background and Rationale

The contemporary international security environment is undergoing a profound transformation, characterized by intense strategic competition, global fragmentation, and rapidly evolving hybrid threats. For vulnerable democracies caught in the vortex of geopolitical conflicts, safeguarding national sovereignty requires a shift away from traditional, siloed defense systems toward dynamic, multi-layered national resilience.

Initiated in 2024, the Comprehensive Security & Resilience International Conference serves as the flagship public milestone of the overarching program. Operating under the motto “From Strategy to Action,” this year’s conference marks the third consecutive year of this high-level security dialogue. By synthesizing international partners’ expertise in comprehensive security and strategic insights with the distinct features of Armenia’s security architecture, this leading platform translates theoretical security concepts into practical, crisis-tested national capabilities.

Conference Agenda

The conference is structured around five interconnected thematic panels. The 1st panel, titled “Strategic Horizons: Harmonizing National Security & Sovereignty”‘ serves as a high-level dialogue exploring macro-geopolitical realignments, security and defense sector modernization, and the political will required to translate post-election democratic legitimacy into robust systems of state resilience.

The 2^nd panel discussion, dedicated to the practical implementation of “Whole-of Government” and “Whole-of-Society” approaches, shifts the focus from policy formulation to horizontal execution. Panelists will examine how to institutionalize seamless collaboration among ministries, local self-government bodies, civil society, academia, and the private sector to build a unified ecosystem for national preparedness and civil protection.

The 3rd panel, dedicated to “Modern Warfare and Tactical Sovereignty: The Military Dimension of Comprehensive Security,” offers a rigorous look at the military pillar within CDSS, centering discussions on defense industry integration, technological adaptation, force modernization, and structural military reforms required to withstand high-intensity state and non-state threats.

The 4^th panel, titled “Countering Hybrid Threats: What Steps Are We Taking?”, will focus on the practical mitigation of Foreign Information Manipulation and Interference (FIMI), cyber intrusions, and asymmetric vulnerabilities. Speakers will analyze pathways to eliminate strategic communication gaps, secure cyberspace, and build proactive societal resilience against foreign destabilization campaigns by integrating international best practices.

The conference agenda concludes with the 5^th  panel discussion, titled “Securing the Lifelines: Supply Chain Diversification & Resilience of Vital Supplies”. The discussion will center on the diversification of regional and global transit routes, national supply chain resilience, and the prospects for unblocking regional transport links.
